I.- Independence no, change of master
1.- Many Latin Americans and Caribbean people have the false belief that only Puerto Rico was left under colonialism, after the other countries freed themselves from Spanish rule, in their heads, but what has happened to several of our countries it is that they have changed from a European master to another overseer, the North American empire.
2.- Political independence is the self-determination that a State enjoys with respect to others and exercises its sovereignty without limitations; it loses its content when national governments are sustained in economies dominated by foreign monopolies in complicity with the national minority.
3.- Each State, depending on the social classes that control it, executes a set of methods and forms before foreign States to achieve certain objectives. The procedure defines diplomatic actors as members of a country governed by classes that docilely abide by the will of the foreign employer, or behave with dignity.
4.- In one way or another, historically the different governments that we have regretted suffering, have been under the influence and domination of North American interests, and each one has sought a way to ideologically justify foreign domination and, consequently , the international policy of submission they assume.
II.- President Abinader, the Cold War and his foreign policy
5.- Mr. Luis Abinader, upon completing one hundred (100) days of his tenure as president of the Dominican Republic, referring to the diplomatic relations of his government with China and the United States, in the course of an interview in the Corripio Communications Group, said: “that a new Cold War prevails:“ before it was the Soviet Union with the USA, now this new Cold War is China and the US, with different situations, because before there were no Russian companies that wanted to invest in these countries and China has a very dynamic mixed economy. It should be borne in mind that the main trading partner of the Dominican Republic is the United States, what he said made clear from the beginning to the Chinese authorities, to whom he reiterated his respect. We have two million Dominicans and descendants in the United States, it is our main commercial partner and we have to have a strategic relationship, as I also told the Chinese ambassador before coming to power as a candidate ”. 6.- Abinader, referring to the Cold War, implies that the United States was previously a victim of the Soviet Union and now of China. But it turns out that in light of the reality of historical facts, it is the North American empire that has carried out, not only the Cold War, but different kinds of wars, in which it is necessary to take into consideration which social class carries it out. What political goal are the ruling classes and the oppressed pursuing? Hence we have:
a.- Just and unjust wars have occurred and do occur. It is just, every war of the oppressed against the oppressors, that of the slaves against the slaveholders; that of peasants against landlords; that of the working class against capitalism, and those of the oppressed peoples against the colonial powers. Thus, we have the examples of Vietnam defending its unification and sovereignty; that of Cuba in Girón, defending itself against the aggression and that of April 28, 1965, the Dominican people repelled the North American intervention.
b.- Unjust war, those of prey, those carried out by colonial powers to annex territories or loot natural resources.
c.- Low Intensity Wars, among which Bacteriological Wars stand out, executed by the United States against the people of Vietnam and Cuba to destroy their agricultural economy; those implemented against the governments of Cuba, Venezuela and Nicaragua, with the purpose of creating destabilization with the War of Nerves, Psychological Wars and Price Wars, as the case in Venezuela by inflating the dollar, and others that are intended to cause discomfort in the population against democratic governments.
d.- The Patriotic War, that of the Soviet people against fascist Germany and imperialist Japan;
e.- Civil war, which is the continuation and recrudescence in certain circumstances of the social and class struggle in specific countries.
F.- Cold war, to which President Luis Abinader referred, is the one that puts the empire into execution through acts that create a state of tension in international relations and preparation for direct war, such as, among others, the refusal to hold negotiations to resolve disputes, the preaching of methods of imposition and pressure from positions of forces, the restriction of commercial relations with countries of different social systems, espionage, etc. This is the war that the empire is leading against China today. Against Cuba, it has never been a cold war, but a hot war of all kinds, with the aim of destroying the Cuban Revolution, something that it has not achieved in almost 60 years.
III.- Being the main partner of the United States, does not force us to kneel
7.- The fact that a country has a primary or secondary partner matters little for the purpose of preserving independence, national interest and self-determination. The treatment between partners is measured by commercial convenience and respect for both partners.
8.- In our commercial relations with China, Dominican businessmen are the most interested in the domestic market and international business and, it is assumed, had full knowledge of the diplomatic and commercial agreements that were established with China, in whose country many In their visit to businessmen, businessmen and politicians, the Chinese authorities treated them like princes, which is why today they cannot allege ignorance of the trade agreements made with the Asian country.
9.- The Dominican Republic, being poor and having relations with an economic superpower, is not obliged to surrender. Diplomatic ties are established on the basis of reciprocity, and not taking into account obedience to insolence and imposition based on imperial power or dominance.
10.- Being a commercial partner of the empire does not imply that we surrender national sovereignty. It can be associated without this resulting in delivery. Material and cultural products are negotiated, not the principles of identity, self-determination and sovereignty. The associates, regardless of their wealth or poverty, are partners, each one preserving their independence without folds.
11.- A large number of inhabitants and a large territorial extension do not justify the subjugation of the powerful country in relations with another territory and a limited number of nationals. Those who come together for one goal is because, it is assumed, they pursue in common and contribute according to their possibilities.
IV.- The two million Dominicans and descendants in the United States. Haitian immigrants in our country
12.- Developed capitalism benefits from the cheap labor of immigrants, or in the countries where it installs free zone industries. In any case, the purchase of labor forces generates surplus value. Development inequality makes possible the exploitation of the rich countries to the poorest.
13.- It does not escape the knowledge of President Luis Abinader, that as long as inequalities in economic development are present, emigration will continue to be a source of exploitation of poor countries, like ours, by richer countries like the United States.
14.- The migratory phenomenon, which is the consequence of the unequal development of two countries, explains the presence of the millions of our compatriots selling their labor power to the North American capitalist. Misery, hunger, the lack of a job market, drive our people to insert themselves into the wide field of work that the empire offers to all who emigrate. Because it is the appendage country of the United States, our worker goes to a country that is not his, suffering the difficulty and limitation imposed by the climate and the language, double theft in wages and discrimination for being Hispanic, Caribbean or black skin.
15.- To understand the emigration of Dominican men and women to the United States, it is enough to analyze the situation in which a large Haitian labor force is present in our country, which only because of the need to receive a salary to subsist risks coming here and having to endure the racist intolerance of those who hate the black with the same force as the poor.
16. In capitalism, as the machine replaces the human being, the labor reserve army increases, surplus value accumulates and capital expands its sphere of operations. The labor reserve is reduced until it is necessary, and that is when the employer goes out to look for a new labor force to exploit, and finds it in the immigrant, in housewives, in retirees and in young people.
Final reasoning
a.- President Luis Abinader, due to his intelligence, intellectual and academic training, is aware that the immigration issue, as an international phenomenon today, greatly favors the host country. As an example we have, in the United States, agricultural producers and here the agricultural and construction sector.
b.- The President, in his first one hundred (100) days in office, taking into consideration the frameworks in which he has moved, within the economic, social and health crisis, has done what the backward economic model that we suffer allows. .
c.- With regard to foreign policy, Abinader has behaved in an inappropriate way, placing our country as an unconditional ally of the United States, something that looks very ugly in the XXI century, and more starting from a country historically hit by the politics of the North American empire.
